Crossing the room, the Doctor took Jack's face in his hands and kissed him. A long, slow kiss, that left Jack breathless. It was quite possibly the most erotic thing Rose had ever seen.
Before Jack had a chance to recover, Rose had taken the Doctor's place, kissing Jack with a passion.
"Wow." Jack wore a stunned, yet happy, expression.
The Doctor held up the collar that had released as Rose kissed Jack. "Mission accomplished."

Perhaps that's the point. The collar was meant to train Jack to behave properly, not give him what he wants. He'll have to find another way — via LiveJournal
